The streets in the Composer District run Chopin, Mozart, Liszt, and Rubenstein, off San Elijo Avenue between the lagoon and the bluff. Small lots. Older beach cottages, a lot of them raised on grade beams because the water table sits close to the surface this near San Elijo Lagoon. We've dug test pits on Mozart Avenue and hit standing moisture at 22 inches in February. That changes what we plant and where we route the drain lines.

Cardiff sits inside the City of Encinitas, and anything in the coastal zone, a retaining wall, a patio slab tied to the house, a major grade change, needs a coastal development review before we break ground. We've walked that process with homeowners near Restaurant Row. It adds time. Budget six to ten weeks for permit review on top of the build schedule if the project touches drainage or grade.

Salt air off Cardiff State Beach eats galvanized hardware fast. We spec stainless or coated fasteners on anything within a half mile of the water, and we run irrigation at a lower working pressure, closer to 25 PSI, because wind off the bluff pushes spray sideways during afternoon cycles. A job on Liszt Street needed a full valve rebuild two years after a builder-grade system went in with standard brass fittings. Salt corrosion, not a manufacturing defect.

And the lagoon means fog. The marine layer holds over Cardiff most mornings through June, sometimes later. Plants that want full sun inland get half the light they'd get in Carmel Valley or Rancho Santa Fe. We lean on species that tolerate both the fog and the August heat spike once the marine layer finally burns off for the season.

A small backyard renovation in the Composer District, patio regrade, new planting beds, a dedicated irrigation zone, typically runs $18,000 to $35,000 depending on how much of the existing hardscape has to come out first. Larger lots run higher.
